Bio:	Elsa is a Research Project Coordinator at the Institute. She holds a BS in psychology from the University of Maryland, College Park and a MSW from the University of Maryland, School of Social Work. Elsa has four years of previous experience as a research assistant in various settings and is now focused on evaluating child welfare practice and policy throughout the state, with a particular focus on the Integrated Practice Model (IPM).
