Ms. Mary Brogan has been involved with advancing systems for children’s mental health at the national level as well as in Hawaii. She has consulted with service systems in Washington D.C., Los Angeles County, Arizona, New Mexico, Utah, Indiana, and most recently in the Rosie D. system improvements in Massachusetts. In Massachusetts, Ms. Brogan worked on service design, service definitions for their Medicaid state plan amendment, utilization management system, and performance management system. Ms. Brogan is a national expert in the areas of building accountability and performance management systems, as well as in advancing practice development. While working in Hawaii, Ms. Brogan was part of the leadership team that transformed the children’s mental health system through active partnerships with youth, families and system partners. Additionally, Ms. Brogan is an experienced and skilled state administrator who guided Hawaii’s system to achieving full compliance as a Medicaid Pre-paid inpatient health plan. Prior to working in the Child and Adolescent Mental Health Division, Ms. Brogan worked in the Office of the Governor of Hawaii, providing her with considerable experience in policy and planning, primarily for children and families. |
