Dr. Terry Shaw is an Assistant Professor at the University of Maryland, School of Social Work where he teaches data-focused child welfare research and child welfare policy and partners with state agencies to provide logistical and administrative support services. Dr. Shaw’s background and interests focus on a line of inquiry centered on the experience of children in the child welfare system and methods for leveraging existing administrative data systems to improve policy and practice. Of particular interest to Dr. Shaw is the examination of the pathways into and through the child serving systems, focusing on opportunities for state systems to understand service overlaps, improve overall service delivery and address the multiple needs of the children and families involved with these systems (including child, youth and family mental health; surveillance of psychotropic medication use; pathways to permanency; educational access; and access to physical health services).
Dr. Shaw is currently the Principal Investigator on a statewide evaluation of the efficiency and effectiveness of child welfare services with a strong focus on using child welfare administrative data to inform decisions. He also provides technical assistance to the state and jurisdictions across Maryland related to the proper use of administrative data in answering child welfare outcome questions. Additionally, Dr. Shaw is the Principal Investigator on a Multiagency data linking project known as LINKs that is enhancing Maryland’s capacity to examine cross system needs of children in our state. As Principal Investigator, Dr. Shaw is involved in all aspects of both projects from contract management and employee supervision to report preparation and data analytics. He also provides data linking and data analytics for Maryland’s SAMHSA funded Systems of Care projects – MD CARES and Rural CARES. These projects focus on the provision of Wraparound Services to ensure that child, youth and family mental health services are provided to populations in need.
Dr. Shaw has expertise in developing the infrastructure, relationships, and programming structure to successfully implement multi-agency data linking systems (having instituted data linking projects in South Carolina, California, and now in Maryland). He has expertise in advanced statistical methods and extensive experience utilizing longitudinal data systems to answer questions related to service outcomes and to inform policy. |
